That's not surprising. Cyborgs, generally, are only altered in how their body can operate. And sometimes things like they're memory are improved, but unless there's something wrong with their head, they should generally still be human. At least, in most media where I see the cyborg concept explored, so this is all theory.
Robots are made entirely of the non-human parts of a cyborg. Robots usually just follow whatever they're programmed, or told to do. Unless you get an AI robot, which could end up acting human, but nothing is really organic in them.
